The specific look at fallen assets led us to two new instruments. The first of these was the "Participatory Recreating" of Vila Maria Zélia. The main objective was to raise the awareness of the population living in the set, through the constitution of a memory center and the orientation for the recovery of real estate. The creation of the ETGC-Technical Office of shared management, through an agreement signed in December 2013, established the articulation between IPHAN, CONDEPHAAT and CONPRESP. The application of fines bringing resources to FUNCAP allowed the bronze restoration of the Ipiranga Monument and the Arches of Rua Jandaia.

In addition to these innovative management efforts, the Patrimony Journey and the creation of the Cultural Value Seal allowed the dissemination of knowledge and the possibility of democratization and sharing of the safeguard of the Patrimony.

These decisions emerged from the diagnosis, outlined above, of the performance of the DPH since its inception in 1975: systematic identification efforts were slowly demobilized, and valuation never came into the department. Also created in this management, the DPH Blog had more than 1,500 accesses and 5,000 tanned in the months in which it became active. Using accessible language, he brought diverse themes and, unlike other institutional heritage blogs, produced his own content addressing topics that were the order of the day. Not only being guided by the disclosure of actions of the department, showed how it is possible to use digital media to promote heritage education.

Not a few innovations of this management that ends. The patrimony of São Paulo and the DPH, its organ of defense, are more visible and strengthened. But there is still much to be done.

Inovações na proteção do patrimônio cultural em São Paulo, Brasil.

O olhar específico sobre os bens tombados nos conduziu a dois novos instrumentos. O primeiro deles foi a “Recaracterização participativa” da Vila Maria Zélia. O objetivo principal foi a sensibilização da população moradora para o conjunto tombado, através da constituição de um centro de memória e a orientação para a recuperação dos imóveis. Finalmente, a “Fábrica de Restauro” do Bixiga constitui-se da mobilização e gestão compartilhada para a recuperação de conjuntos históricos com suas relações sociais. Três grupos de trabalho propuseram ações concretas. 

O primeiro, tratando de capacitação e formação “do pedreiro ao restaurador”, definiu cursos e debates. O segundo, analisando recursos passíveis de serem obtidos de forma coletiva e o terceiro, assumindo a articulação de proprietários e cooperativas, incentivando a economia criativa.

Como vimos, São Paulo tem 3.559 imóveis tombados. Não é pouca coisa. O tombamento, ou a proteção legal, é apenas um dos três pilares em que a preservação do patrimônio histórico se sustenta. A identificação, por meio da produção de inventários ou da indicação popular, é outro. Devemos nos ocupar daqui para frente especialmente do terceiro pilar: a valorização. Ou seja, do conjunto de ações que cria valor social e econômico para os bens culturais.

Embora os três pilares tenham igual importância, nesta última gestão do DPH e do Conpresp (os órgãos municipais do patrimônio), buscou-se enfatizar justamente a valorização do patrimônio, por entendê-la como estratégica para impulsionar todas as outras. A criação do ETGC-Escritório Técnico de gestão compartilhada, através de um convênio assinado em dezembro de 2013, estabeleceu-se a articulação entre IPHAN, CONDEPHAAT E CONPRESP. A aplicação de multas trazendo recursos para o FUNCAP, possibilitou o restauro do bronze do Monumento do Ipiranga e dos Arcos da Rua Jandaia.

Além desses esforços de gestão inovadora, a Jornada do Patrimônio e a criação do Selo de Valor Cultural permitiram a disseminação de conhecimento e a possibilidade de democratização e compartilhamento da salvaguarda do Patrimônio.

Essas decisões surgiram do diagnóstico, apresentado acima, da atuação do DPH desde sua criação, em 1975: os esforços de identificação sistemática foram pouco a pouco desmobilizados, e a valorização nunca chegou a tomar corpo dentro do departamento. Também criado nessa gestão, o Blog do DPH teve mais de 1.500 acessos e 5.000 curtidas nos meses em que ficou ativo. Usando linguagem acessível, trouxe temas diversos e, diferente de outros blogs institucionais de patrimônio, produziu conteúdo próprio abordando temas que estavam na ordem do dia. 

Ao não se pautar unicamente pela divulgação de ações do departamento, mostrou como é possível usar os meios digitais para promover a educação patrimonial.

Não foram poucas as inovações desta gestão que se encerra. O patrimônio de São Paulo e o DPH, seu órgão de defesa, estão mais visíveis e fortalecidos. Mas ainda há muito por fazer.
